Deputy Minister of Transport Dmitry Bakanov: More than 5 billion documents are generated annually for land transport alone

In Moscow, the launch of the NCTLPL was initiated at the "Digital Transportation-2024" forum. This logistics platform is needed to simplify interaction between the state and business in the field of logistics and freight transport.

Deputy Minister of Transport Dmitry Bakanov said during the plenary session that digitalization is needed to remove unnecessary costs, as market participants need to process many documents.

According to him, to simplify the situation in the market, the state, together with the Ministry of Digital Development, Russian Railways, and other participants, began developing the NCTLPL.

Bakanov noted that the state has taken the path of creating a service that simplifies a particular procedure.

The first is electronic document management. In land transport alone, this is more than 5 billion documents annually. The second is a single window for interaction between the state and business.

He explained that the same information is often requested at border crossing points, but in the form of different documents. Bakanov added that a single window will be developed for this purpose, into which all document flow will be uploaded. The third service, the Deputy Minister noted, is a digital profile of the carrier. He explained that it is important to understand with which counterparty one needs to deal.

In terms of timing: in the autumn session, we will consider the possibility of an industry imperative on electronic document management. We are working closely with Russian Railways. For the single window, we have a three-month test on December 15, and by March 15, we should be in production.

Deputy Head of the Federal Customs Service Denis Tereshchenko added that it is planned to create an electronic personal account by December, and customs will be able to give part of the data to enrich the NCTLPL.

Earlier in his speech at the plenary session "Digital Russian Constructor. We will build for you," Deputy Minister of Transport of the Russian Federation Evgeny Charkin admitted that the abbreviation NCTLPL itself is quite difficult to understand and will be renamed to "Goslog" for simplification.

It is worth recalling that the operation of the NCTLPL platform in test mode began on August 1. It will last until June 1, 2025. The Ministry of Transport has become the operator of this platform. It will solve various problems arising in the field of freight transport.

The main advantage of using this platform is the processing of documents in electronic form. Platform participants will receive a digital profile, and they will also be able to use a service that provides data on transportation, as well as a "Single Window" for issuing documents.
