New rules for the provision of telephone services, approved by постановлением Правительства РФ от 24 января 2024 года, come into force on September 1, 2024. These rules will replace those in effect since 2014 and include a number of important changes.
When concluding a contract, the subscriber will now be able to choose whether to present an identity document to the operator or provide data about themselves and the document through the Единая система идентификации и аутентификации (ЕСИА).
From the new month, an application to transfer a number to another operator can be submitted via the Internet. This will require confirmation using an electronic signature (усиленной квалифицированной, усиленной неквалифицированной or простой).
The updated rules stipulate the possibility for the operator not to start providing services to a legal entity if, during verification, it turns out that the data about the employee who received the SIM card is either not provided or is unreliable.
Operators are now obliged to inform subscribers about tariffs, network coverage area, and technical malfunctions through a personal account on the website, SMS notifications, or when calling the information and reference service.
The operator must send notifications of changes to the contract and the activation of additional services to subscribers in writing, via SMS, voice call, personal account on the website, or the operator's mobile application.
The new rules also allow the subscriber to terminate the contract at any time, provided that the services rendered are paid for. If the subscriber does not use the connection for 90 calendar days, this may be regarded by the operator as an initiated termination of the contract.
These updates come into effect on September 1, 2024, and will be valid for six years.
