A pilot zone of the Russian LTE network operating in the 360–380 MHz band was demonstrated in the center of Moscow at the facilities of the Federal Security Service (FSO). Base stations for this network were supplied by LIS (Laboratory of Information Systems), and subscriber equipment by MIG (Mobile Inform Group).
During the tests, a video call was successfully conducted between subscribers located in different districts of Moscow using the Iva Connect messenger. Currently, smartphones based on Android OS with an external radio modem and antenna are used for communication, but in the future, it is planned to integrate the radio modem inside the device and add support for MIMO technology.
According to a source close to the developers, this network is intended for use by government authorities. It will create several virtual operators, providing each security agency with its own secure communication. In addition, IoT networks (NB-IoT) can be deployed on the basis of the network and coverage of transport highways can be provided.
The project to create a secure data transmission network for government structures is included in the federal project "Information Infrastructure" of the national program "Digital Economy", with funding of 6.4 billion rubles for 2021–2025. The project is curated by the FSO.
