In June 2024 alone, the Ministry of Defense filed 23 lawsuits against the public-private company "Military Construction Company" (PPK VSK). According to IA "TASS", citing materials from the Moscow Arbitration Court available to its editors, the total amount of claims against PPK VSK for this month alone amounted to 6.8 billion rubles.
Of these, 6.4 billion are claims for damages. One of them, for 2.9 billion rubles, specifies that it concerns the recovery of losses under a state contract. In two of the three lawsuits, the Accounts Chamber of Russia is listed as a third party.
These are not the first lawsuits against this defendant. According to "TASS", in 2023, the Ministry of Defense filed 23 lawsuits in the Moscow Arbitration Court against PPK VSK for a total amount of 441 million rubles. In 2024, the Ministry of Defense lawsuits were filed every month:
- in January — 1 lawsuit for 1.9 million rubles;
- in February — 8 lawsuits for 204 million rubles;
- in March — 3 lawsuits for 303 million rubles;
- in April — 4 lawsuits for 35 million rubles;
- in May — 17 lawsuits for a total of 1.1 billion rubles.
One of the frequent reasons for lawsuits is the recovery of penalties under state contracts.
According to information on the PPK VSK website, this structure is a leader in the design and construction of special, strategic, and socially significant facilities for the Ministry of Defense of Russia. These can be military arsenals, training grounds, barracks, production complexes, as well as civilian clinics, schools, residential buildings, parks, and airfields. Construction work can be carried out everywhere: from the middle zone of Russia and the steppe expanses to permafrost.
VSK includes enterprises and organizations of various forms of ownership. The vertically structured management system of VSK MO RF is headed by the Department of Construction of the Ministry of Defense and the Federal State Enterprise "Customer Management of Capital Construction of the Ministry of Defense of the Russian Federation."
Representatives of VSK indicate that in 2023 they were involved in the construction of about three thousand buildings and structures throughout Russia. These are:
- infrastructure facilities of military districts;
- facilities for nuclear deterrence forces and assets ;
- shelters and storage locations for weapons and equipment;
- airfields;
- facilities in the Arctic;
- facilities related to education;
- facilities related to medicine;
- berthing front;
- housing.
More than 23 thousand people were involved in the work.
