Kazakhstan has stopped exporting more than one hundred types of goods to Russia, including drones, their internal spare parts, special electronics and chips.

The Kazakh MIA "Kazinform" reported this, citing the words of the Vice Minister of Trade and Integration of the Republic, Kairat Torebayev, on the sidelines of the Senate, the upper house of the Kazakh Parliament.

According to the publication, the official said that "these goods include drones, their internal spare parts, special electronics and chips". But Kazakhstan does not produce them itself, but imports them. A number of journalists and experts in publications linked this to Kazakhstan's possible desire to avoid secondary sanctions for the supply of sanctioned goods to Russia.

However, the Ministry of Trade and Integration of Kazakhstan later made an official statement, where they called the possible connection with anti-Russian sanctions of this list of prohibited goods "incorrect".

At the same time, we note that trade in goods of the so-called "dual use", which are subject to export control, is carried out in accordance with the international obligations of the Republic of Kazakhstan. In accordance with the legislation of the Republic of Kazakhstan, with regard to such goods, it is necessary to obtain an appropriate license for export, import and transit. 
The export control system is a special area of trade policy, which implies obtaining permits necessary for the import, export and transit of dual-use goods. Export control relates to national competence, which is also provided for by the EAEU Treaty. At the same time, we note that export control of dual-use goods has been carried out for over 20 years in accordance with international export control regimes.

Officials believe that "the regulation of trade relations between Kazakhstan and Russia occurs in full accordance with the provisions of the Treaty on the Eurasian Economic Union", and "bans on the export of any goods to the Russian Federation in connection with anti-Russian sanctions have not been established".
