Kazakhstan has ceased exporting to Russia more than a hundred kinds of goods, including drones, their internal parts, special electronics, and chips.
The Kazakh MIA "Kazinform" reported this, citing the words of the Deputy Minister of Trade and Integration of the Republic Kairat Torebayev in the corridors of the Senate, the upper house of the Kazakh parliament.
"We export all goods, except 106 different products, which we finally restricted."
The official, according to the publication, said that they include drones, their internal parts, special electronics, and chips. But Kazakhstan does not produce them, but imports them. Several journalists and experts linked this in publications with Kazakhstan's possible desire to avoid secondary sanctions for the supply of sanctioned goods to Russia.
However, the Ministry of Trade and Integration of Kazakhstan later made an official statement, where they called the possible connection with anti-Russian sanctions of this list of banned goods "incorrect".
Officials believe that "the regulation of trade relations between Kazakhstan and Russia is in full compliance with the provisions of the Treaty on the Eurasian Economic Union", and "no bans on the export of any goods to Russia in connection with the anti-Russian sanctions have been established".
At the same time, we note that trade in so-called "dual-use" goods, which are subject to export control, is carried out in accordance with the international obligations of the Republic of Kazakhstan. In accordance with the legislation of the Republic of Kazakhstan, such goods require obtaining the appropriate license for export, import, and transit. The export control system is a special area of trade policy, which implies obtaining the necessary permits for the import, export, and transit of dual-use goods. Export control relates to national competence, which is also provided for by the EAEU Treaty. We note that the export control of dual-use goods has been carried out for over 20 years in accordance with international export control regimes.
