Currently, there are over 59,000 electric vehicles registered in Russia. In the first half of 2024, more than 10,000 electric vehicles were sold, which is almost 2.3 times more than in the same period last year.

Given the statistics, it can be assumed that the upward trend in sales will continue. Although, according to Strategy Partners' forecasts, the market growth in Russia will not be as rapid as in the world — by 2033, it may reach 340,000 sales per year. At the same time, the number of electric vehicles in the fleet may amount to 1.78 million units. The share of electric vehicles in the fleet of different regions will vary from 7 to 10%.

According to "Autostat", as of the end of June 2024, there were 7410 publicly available electric charging stations (ECS) operating in Russia. Moreover, fast charging stations are developing more actively than slow ones: their installation is subsidized by the state.

In 2023, the number of fast charging stations increased by 90%, while slow ones increased by only 42%. The most affordable charging rates are observed in Siberia and the Far East, where the cost of electricity is lower.

Types of charging station connectors

Each country has its own standards and measurement systems in the field of electricity, so there are seven main types of connectors for charging electric vehicles on the market. Currently, the GB/T standard confidently occupies a leading position in the charging station market worldwide due to its safety, high charging speed, and cost-effectiveness.

In Russia, for example, in accordance with the requirements of the Ministry of Industry and Trade, government subsidies are provided only to those electric vehicle charging stations that are equipped with a GB/T connector.

One of the key factors stimulating market development should be the expansion of the network of electric filling stations (EFS) throughout the country. As part of the strategy for the development of electric transport production and use in Russia until 2030, it is planned to increase the number of EFS to 73,000.

The development of charging infrastructure is facilitated by the "Atom Charging" service, which offers turnkey EFS installation for both personal and commercial use. For the latter, the service provides the ability to connect to the "Atom Charging" IT platform, which allows you to remotely manage charging stations, receive profits and reports.

The concept provides for additional market support measures, including subsidies and benefits. For example, in cities such as Moscow, St. Petersburg, and Perm, electric vehicle owners can enjoy free parking and are exempt from paying transport tax.

Since 2023, electric vehicles can freely travel on federal highways such as M-1, M-3, M-4, M-11 and M-12, as well as on A-113, Central Ring Road and toll sections of federal roads. Although recently there was information that free travel on toll roads in Russia in 2025 will remain only for domestic electric vehicles.

In addition, since 2024, the state provides a 35% discount on car loans when buying an electric vehicle of domestic production. The discount can reach 925 thousand rubles.

Support programs will continue to operate in the regions of Russia. Next year, the state plans to allocate 36 billion rubles to the preferential car loan program, which also applies to electric vehicles.

In addition, in Tatarstan, the transport tax on electric vehicles has been abolished until the end of 2028. And from 2029 to 2030, it will be reduced by 50%.

According to November 2024, electric vehicle production in Russia grew by almost 80% per year. Last year, electric vehicle production in Russia amounted to just over 9,700 units. This year, production has increased by almost 80%. Next year, Russian enterprises also plan to increase production volumes.

At the same time, in November 2024, 1023 new electric vehicles were sold in Russia. This is 40% less than in November 2023, and 24% less than in October 2024. Despite this, the market is expanding, and the country has launched online sales of electric cars.
