Zagorsk Pumped-Storage Power Plant-2 in Moscow Region to be Completed by 2028

A 300,000-ton structure was leveled by 140 centimeters for the first time in the world

RusHydro will complete the Zagorsk Pumped-Storage Power Plant-2 (PSP) in Sergiev Posad by 2028. The station, with a capacity of 840–1000 megawatts (MW), was supposed to be launched in late 2013, but in September of that year, due to erosion and ground subsidence, the building settled and the machine hall was flooded. This was announced by the head of the company, Viktor Khmarin, at a meeting with Prime Minister Mikhail Mishustin.

Restoration began with a unique operation. For the first time in world practice, specialists restored the elevation of the station unit building: a structure weighing about 300 thousand tons was leveled and raised by 140 cm. The technology was developed by Russian institutes. After the accident, RusHydro, together with the design institute, studied the possibilities of restoration and in 2018 decided to level the building and then decide whether to complete the station. The completion was included in the General Scheme for the Placement of Energy Facilities until 2042, approved by the government at the end of 2024.

Zagorsk PSP-2 will become part of Russia's largest pumped-storage complex. The existing Zagorsk PSP with a capacity of 1200 MW is located on the Kunya River and is the largest in the country. After the second station is commissioned, they will operate as a single complex. In parallel, RusHydro is designing the Nizhne-Zeyskaya HPP with a capacity of over 400 MW — it will play a role in flood protection for the Far East. Modernization and new TPPs in the region will increase capacity by 2 GW. In the near future, the company will commission the Nikhaloy HPP in Chechnya and the Verkhnebaksan HPP in Kabardino-Balkaria.

Leveling a 300,000-ton building is a world record. The station was stalled for 13 years, now it will be completed. For the energy system, this means increased capacity and reliability; for the Moscow region, it means jobs and taxes.
