The Bank of Russia has recommended credit institutions to faster restore clients' ability to use suspended cards and other electronic payment methods. After a positive decision on the client's application, it is proposed to restore the ability to conduct operations no later than the next business day.
This refers to cases where the use of a card or other electronic payment method was suspended due to information about the client or their payment method being included in the Bank of Russia's database. The client has the right to submit an application for the removal of the restriction, after which the credit institution must consider the application and report the result.
However, one day is allotted specifically for unblocking after a positive decision has already been made. The bank can consider the application itself for up to 30 days. For cases related to the use of an electronic payment method for cross-border transfers, the period can be up to 60 days.
Simultaneously with the restoration of access, the bank must notify the client about it in the manner provided for by the agreement.
The Central Bank specifically drew the attention of banks to the need to promptly restore access to cards for participants of the special military operation.
