The Ministry of Digital Development has developed a draft amendment to Russian Government Decree No. 1867 of November 18, 2020, which provides for the pre-installation of the RuStore app store on Smart TVs. The document has already been published on the portal of draft regulatory legal acts for public discussion.
It is specified that the inclusion of RuStore in the guaranteed pre-installation mechanism will provide access to Russian services. In addition, citizens will be able to install applications that are not available on Google Play and Google TV. At the same time, the Russian Ministry of Digital Development emphasizes that Smart TV owners are not obliged to use RuStore; it is voluntary.
The agency's initiative will also help resolve the issue of outgoing software. If the copyright holder wants to exclude their program from the pre-installation list, it will be replaced by another. For this, the Russian Ministry of Digital Development will select software of the same class (for example, “text editor”). The key factor in the selection will be the popularity of the software.
From September 2026, RuStore and the Max messenger must be pre-installed on all smartphones sold in Russia.
