Rosstandart has approved a new interstate GOST for electric scooters, monowheels, and gyroscooters. It will come into effect on October 1, 2027, and will apply to all EAEU countries.
The document provides for a speed limit of 25 km/h, mandatory headlights, taillights, and a horn. In "slow" zones like parks, personal mobility devices (PMDs) will have to automatically reduce speed, and in Russia, data can be transmitted via ERA-GLONASS.
For now, the standard is voluntary and primarily concerns manufacturers and importers. But if it is made mandatory, the requirements could also affect private vehicles – there are more than 1 million unregistered PMDs in Russia.
Experts already see controversial points. For example, forced braking of a monowheel can lead to a fall, and there is still the question of who will install and pay for IoT modules (data transmission devices) on personal scooters.
The new rules are being discussed against the backdrop of rising accident rates: in the first seven months of 2026, about 2.7 thousand road accidents involving PMDs occurred in Russia – 36% more than a year earlier.
