The National Council of Financial Market asked the Central Bank to simplify biometric verification for issuing online loans. Instead of the mandatory "face + voice" combination, MFOs propose to leave only face recognition and establish this procedure by October 1, 2026.

The reason is the shortage of voice samples in the EBS. Out of 35.7 million records with a suitable level of biometrics, only 6.8 million people have a complete set, which is approximately 19%. The voice itself also complicates the process: recording requires silence and a stable connection, and verification can take up to 86% of the entire identification time.

The NSFR also points to the growth of voice cloning technologies: a few seconds of recording may already be enough to create a similar synthetic model. Therefore, market participants propose to compensate for the rejection of voice with other factors – analysis of the device, SIM card, IP, geolocation, and user behavior.

Mandatory biometrics has been in effect for microfinance companies since March 2026, and from March 2027, it should extend to all MFOs. The Central Bank confirmed receipt of the appeal and promised to consider it.
