The Ministry of Industry and Trade demanded 458.7 million rubles from JSC "TsNII "Tsiklon" for disrupting the deadlines for fulfilling the state order for the development of microdisplays for helmet-mounted indication systems, CNews reports.
As the publication found out, the final stage of the contract was delivered with a delay of 863 days. The first two stages of work were completed on time. For the delay of the third stage, 482.9 million rubles were accrued, for the delay of the fourth stage - 650.3 million rubles. The total amount of accruals amounted to 1.13 billion rubles, however, the terms of the contract set a limit - the penalty cannot exceed the contract price, so the final amount of claims amounted to 458.7 million rubles.
As part of the state order, TsNII "Tsiklon" was supposed to master the serial production of microdisplays for helmet-mounted indication systems. These are small-sized displays attached in front of the eye on a protective helmet, which allow receiving graphic information about the situation on the battlefield and are used in targeting and aiming systems.
The fine was issued in mid-2026. TsNII "Tsiklon" is a structure of the "Rostec" holding (Rostec), the only developer and serial manufacturer of full-color and monochrome active-matrix OLED microdisplays in Russia. The institute was founded in 1961 as the head enterprise of the microelectronic industry of the USSR. Its products include optoelectronic systems for aviation, UAVs and marine vessels, as well as thermal imaging devices and sights.
Disruptions of defense state contracts in microelectronics
Since the beginning of 2026, the Ministry of Industry and Trade has been massively collecting penalties from microelectronics manufacturers working on state defense orders. Dozens of enterprises have been affected, and industry representatives warned about the risk of bankruptcies.
For example, the Kurchatov Institute received a fine of 303 million rubles for a delay of almost four years in the development of an analog of the Intel processor for onboard computers. NIIME was fined almost 463 million rubles for disrupting the deadlines for creating analogs of Microchip Technology microcircuits for military equipment - the delay there was 770 days. The "Avtomatika" concern (part of Rostec) received a fine for a six-year delay on a contract for microchips for the Ministry of Defense's crypto protection.
