The Russian budget collected almost 310 billion rubles from motorists in scrap collection fees in just seven and a half months of 2026. Revenues increased by 40% year-on-year — and this is despite the fact that the car market itself is still far from record levels.
According to "Electronic Budget" data, by mid-August, 309.2 billion rubles had been received by the treasury. However, the annual plan is significantly higher — over 1.65 trillion rubles. The Ministry of Finance expects a sharp increase in payments at the end of the year due to the deferral of payment deadlines for some vehicles.
Moreover, the scrap collection fee is now more strongly tied to the car's characteristics. After the changes that came into force in December 2025, an engine power exceeding 160 hp can multiply the payment.
For example, for one Volkswagen Tiguan, an additional 30 hp — from 150 to 180 — increases the fee for personal import from 3.4 thousand to 114.6 thousand rubles.
At the same time, the flow of cars itself is growing. In July, alternative imports of new passenger cars reached 21.5 thousand vehicles — almost 60% more than a year earlier. And the total volume of car loans issued in the first half of the year increased by 40%.
In November 2025, the Russian government finally approved new rules for calculating the scrap collection fee. Now, engine power affects the coefficient on a progressive scale, and for cars over 160 hp, the amounts have increased manifold.
