Purchases of elevators to replace outdated ones will go through tenders in which only manufacturers and their official dealers will be able to participate. This was stated by Alexander Vysokinsky, Deputy Chairman of the Federation Council Committee on Federal Structure.
According to the senator, the authorities should make a corresponding decision this autumn.
It is necessary that the government decree be signed. And capital repair programs will need to be reviewed from the point of view of tariffs for citizens.
Vysokinsky called it "very strange logic" that car purchases for state needs go either through the factory or an official dealer. But in the case of elevators, it's different: "anyone" can participate in tenders for the supply of elevator equipment — with or without a license, the senator explained.
According to Vysokinsky, restrictions must be established at the legislative level. If elevator purchases are made at the expense of budget funds, then "the supplier bears responsibility for them." In this case, post-warranty repair should fall on the manufacturer or its dealer, who is also responsible for the warranty, the parliamentarian concluded.
According to Rostekhnadzor statistics for 2025, 14.11% (about 84 thousand elevators) need replacement. In total, almost 600 thousand elevators are installed in Russia. At the same time, the real number of outdated equipment may be higher, since the service life of some elevators has been extended.
