The Ministry of Industry and Trade is launching a complete overhaul of the standardization system for chemical materials used in electronic component bases. The department has announced a tender for updating industry standards, allocating 54 million rubles for these purposes.
As explained in the terms of reference, the current regulatory framework was developed during the Soviet era and does not meet modern technological requirements, market structure, or industry demands. New standards are expected to be established by November 2027.
The contractor will need to study international experience in certifying chemicals for radio electronics, develop a management model for the certification system, and prepare a complete package of documents — from the regulations for the governing body to the rules for applying the conformity mark. The contractor will also compile registers of testing laboratories, assess equipment needs, and form a list of domestic devices suitable for certification tests. Concurrently, the Ministry of Industry and Trade is introducing a point-based system for assessing localization for 22 types of chemical products used in electronics production.
Work on standards is a logical continuation of large-scale programs for localizing "fine" chemistry, launched after the imposition of sanctions. In late 2024, the Ministry of Industry and Trade published more than a dozen tenders for the development of materials for integrated circuits totaling 4.8 billion rubles. In the summer of 2025, it became known about the preparation for the production of 56 chemical materials for semiconductors — from high-purity silicon-containing compounds to gallium phosphide wafers and monocrystalline germanium.
