The Ministry of Digital Development has prepared rules for compensating people who transferred money under the influence of phone fraudsters. The procedure is described in a draft government decree, so for now, it refers to a proposed procedure, not existing norms.
First, the victim must contact the bank and report that they made the transaction due to fraud. The credit institution will check whether it could have recognized the transfer as suspicious and whether it complied with all legal requirements.
If the error was on the bank's side, it must compensate for the damage. If the credit institution acted correctly, the appeal will be forwarded to the telecom operator. The operator will check whether it missed a suspicious number that should have been blocked.
If the decision is positive, the money should be returned within 30 days. For cross-border transfers, the period will be up to 60 days. The refusal of the bank or operator can be appealed.
