Domestic Machine to Replace Slovenian KEKO CAM-C35

A Rosatom subsidiary is taking on the task of closing another gap in the microelectronic supply chain. According to CNews, JSC "NIIgrafit" has signed a contract with the Ministry of Industry and Trade for 257 million rubles to develop an unbaked ceramic tape forming machine. This is a direct functional analogue of the Slovenian KEKO CAM-C35 equipment, which currently supports the production of ceramic cards and multilayer substrates for microelectronic component packages.

The contract was concluded on June 19, 2026. "NIIgrafit" was the sole participant in the tender and reduced the starting price by 27.1 million rubles. The technical specifications are strict: critical components – the PET carrier film, cutting system, thickness gauges – must be strictly domestic. Chemicals and consumables for testing must also be Russian. The control system stores process recipes, controls multi-level access, and emergency shuts down the machine if critical parameters go out of bounds, preserving the main components. The mean time between failures is stated to be at least 1000 hours, and the service life is a minimum of ten years.

The deadline for execution is October 31, 2028. "NIIgrafit" specializes in carbon and ceramic materials for the nuclear, space, and defense industries. Essentially, Rosatom is closing another segment critical for the production of domestic chip packages, where dependence on European equipment has prevailed until now.
