An operational headquarters for combating cyber fraud has been established in Russia. It is headed by Deputy Prime Minister – Chief of Staff of the Government Dmitry Grigorenko.
The new structure is intended to unite government agencies, the Bank of Russia, banks, telecom operators, digital platforms, and law enforcement bodies. The main goal is to detect new fraud schemes more quickly and jointly prepare measures against online criminals.
Part of the work will be carried out within the state system "Antifraud". It is assumed that the operational headquarters will be able to promptly respond to mass fraudulent campaigns, rather than waiting for each organization to address the problem separately.
The government stated that in the first five months of 2026, the number of crimes involving information technology decreased by 31% due to measures already taken.
The creation of the headquarters is a continuation of the second package of anti-fraud initiatives, which was approved by the Federation Council in June. It includes more than 20 measures, including the ability to self-impose a ban on international incoming calls. Some provisions will come into effect on September 1, 2026, and others in 2027 and 2028.
