The Moscow Regional Duma is preparing a legislative initiative that will for the first time introduce unified federal rules for electric scooter rental services. Igor Bryntsalov, Chairman of the Moscow Regional Duma, told TASS that the problem cannot be solved by partial municipal bans – the market requires comprehensive regulation.
According to Bryntsalov, for comfortable kicksharing operation, it is necessary to define strict parking zones and divide territories into green and red zones for movement. He emphasized that operators already have such capabilities, and with clear rules, order will be ensured.
Statistics are spurring officials: last year, over 3.2 thousand road accidents involving personal mobility devices were recorded in Russia. Against this background, some municipalities in the Moscow region – from Lyubertsy to Podolsk – have already introduced a complete ban on rental scooters. The regional Ministry of Transport, meanwhile, is pushing for a unified approach: agreements between districts and operators with a clear list of presence zones and restrictions.
Currently, there is a legal vacuum in the Moscow region: businesses are being squeezed out by targeted bans, and there are no unified requirements for parking and speed limits. If the Moscow Regional Duma's initiative becomes a federal law, kicksharing will for the first time receive transparent rules of the game, rather than a list of cities from which it has been expelled. Companies will be able to operate legally, municipalities will be able to hold violators accountable, and pedestrians will stop dodging scooters on sidewalks.
