Russian base stations are ready for mass production, but operators are not buying them

Import substitution didn't quite go as planned

Russian telecommunications equipment manufacturer "Bulat" announced its readiness to produce up to 6,000 mobile base stations annually. However, the main problem remains not production, but a lack of orders from telecom operators.

In 2026, the company plans to produce about 1,950 base stations. Most of the equipment is intended for the federal program to eliminate digital inequality, implemented by operator T2.

According to Alexander Loginov, Vice President of Rostelecom and CEO of Technowave, Russian operators still prefer alternative solutions.

Unfortunately, our clients are not always focused on purchasing domestic equipment if there is an opportunity to acquire foreign equipment. When regulators impose stricter restrictions, operators will be forced to buy domestic products.

Operators are interested not only in the origin of the equipment but also in its functionality, performance, compatibility with infrastructure, and prospects for network scaling.
