Audit revealed Rosmorrechflot's biggest problems: 17.6 billion rubles in idle vessels and another 9.7 billion in excess funding

The Accounts Chamber pointed to delayed constructions, inflated payments to carriers, and problems with the execution of state contracts

Financial and organizational violations amounting to tens of billions of rubles have been identified in the work of Rosmorrechflot: some vessels built with budget funds are not being used, deadlines for major constructions have been missed, and certain subsidies have been inflated. An audit by the Accounts Chamber revealed that the organization allowed excessive funding of almost 9.7 billion rubles during the implementation of contracts for the construction of marine vessels.

According to auditors, the funds were transferred despite slow construction rates and delays in the execution of three state contracts.

The inspectors paid special attention to the emergency rescue fleet. Seven multifunctional vessels with a total value of 17.6 billion rubles, built with federal budget funds and transferred to Morspassluzhba, are not being used to perform state tasks. In fact, the expensive vessels are not being used for their intended purpose.

Violations were also found in the provision of subsidies to passenger carriers in the Azov-Black Sea basin. The plan for the number of passengers transported was almost halved, but the amount of financial support was not proportionally revised to reflect the new figures.

The audit also showed that Rosmorrechflot did not complete the reconstruction of the Rybinsk hydraulic complex within the scheduled timeframe. Work under the contract, valued at 4.85 billion rubles, was supposed to be completed by the end of 2024, but the contractor failed to meet the obligations on time. Despite the high degree of readiness of the facility, which reached 97.3%, construction is still not completed.

Against this background, a significant volume of unfinished construction remains. As of January 1, 2026, the value of such objects reached 66.042 billion rubles. This refers to 119 projects whose implementation remains incomplete.
