New restrictions on parallel imports of computer equipment have come into force in Russia. Products from a number of well-known brands – from Acer and Asus to HP, Intel, and Samsung – have been excluded from the list of goods that could previously be legally imported without official manufacturer permission.
The changes took effect on May 27, 2026. The order of the Ministry of Industry and Trade lists the following brands: Acer, ASUS, Cisco, Fujitsu, HP, IBM, Intel, Samsung, as well as Adata, AIC, Apacer, Hitachi, HPE, Hynix, Inspur, Kingston, Sandisk, Toshiba, Transcend, xFusion, and others.
According to RBC, the volume of parallel imports to Russia has significantly decreased. While in 2025 the average monthly volume was about $1.9 billion, in January 2026 the figure was already approximately $1 billion.
The decline is attributed to several reasons. Among them are the localization of some production facilities within Russia and changes in logistics through friendly countries, including China, UAE, Turkey, and Kazakhstan.
Eldar Murtazin, an analyst at Mobile Research Group, believes that ordinary buyers may not notice significant changes. According to him, some brands will continue to operate through official distribution schemes. The expert noted that Acer and Asus will likely maintain their presence in the Russian market through partners and distribution companies that will coordinate supplies with manufacturers.
Parallel import is a mechanism that allows original goods of foreign brands to be imported into Russia without the direct permission of the copyright holder. This scheme has been in effect since May 2022.
