Rules for obtaining a driver's license revised in Russia

Candidates will have to retake the theory test if they repeatedly fail the practical exam

The Government of the Russian Federation has amended the rules for conducting driver's license exams. These changes concern the deadlines for taking theory and practical driving tests. Russian Prime Minister Mikhail Mishustin signed the corresponding decree.

What has changed

1. Deadlines for taking the exam

The driving test is scheduled no later than 60 days after passing the theory test. If a candidate fails to pass the practical test within 6 months, they will have to retake the theoretical exam.

2. Grounds for terminating the exam

Exam results may be annulled if the candidate uses communication devices, photo, audio, and video equipment, as well as reference materials. Retaking the exam is possible no earlier than one year later.

3. Submission of a medical certificate

When applying for a driving test through "Gosuslugi", there is no need to attach a medical report. The results of the medical commission are sent by the medical institution to the Unified State Health Information System (EGISZ).

However, if the medical certificate expires between the date of submitting the electronic application and the day the driver's license is issued, the exams will be suspended. The procedure will resume upon the appearance of a newly formed medical report in the EGISZ.

The changes will come into effect on March 1, 2027.
