40 million tons of coal per year: "Osterra" to double capacity by 2027

Russia's second unique wagon tippler is being built in the port

In the Khabarovsk Krai, the capacity of the "Osterra" coal terminal will increase to 40 million tons per year by the end of 2027. The investment project for port modernization, totaling 26.5 billion rubles, is being implemented by the transport and logistics group "Portovy Alyans" in cooperation with RZD. The effect of the project is already noticeable: in the first four months of 2026, the shipment of Khabarovsk coal through the terminal doubled.

14 key facilities are being constructed simultaneously at the construction site. Among them are foundations for a triple wagon tippler, the second such unit in Russia. Simultaneously, overpasses, transfer stations, and an administrative and amenity complex are being built. The first batch of technological equipment is already on site, with the second expected in May. Electrification of 45.2 km of the terminal's own railway tracks has begun.

Igor Yakovlev, head of the investment project, stated that reaching new capacities will provide a qualitatively new level for all Khabarovsk exports. He called the modernization program one of the company's most ambitious projects in the Far East. Hundreds of specialists from all over the country are involved in the construction, and all work is proceeding on schedule.
