Verification via "Gosuslugi" will be implemented in kicksharing services in Russia

Confirming the age of an e-scooter user will increase road safety

The Ministry of Digital Development of the Russian Federation and kicksharing operators Whoosh, Urent, and Yandex are considering introducing "Gosuslugi" for user verification in the country's regions. This was stated by two informed sources.

The ministry explained that confirming age through "Gosuslugi" will help improve road safety. This will also reduce the number of violations. At the same time, connecting to the Unified Identification and Authentication System (ESIA, which is used to log in to the "Gosuslugi" portal) will be voluntary for kicksharing service operators.

What is the difficulty of implementation?

To implement the new function, kicksharing services must obtain legal justification for data exchange with the ESIA. According to Anton Shaparin, vice president of the National Automobile Union, this requires a special procedure.

Currently, kicksharing user verification is only available in Moscow. The function works through the Mos ID identifier, which is integrated with the ESIA. The Moscow authorities decided to introduce such restrictions so that minors could not rent electric scooters.

At the end of 2025, 76,000 accounts of users under the age of 18 were blocked in Moscow. As a result, the number of accidents involving personal mobility devices (SIM, including electric scooters) decreased by 57%.
