Getting into a taxi and not thinking about passenger insurance is a familiar situation for some. In Russia, there is a proposal to require carriers to first obtain an OSGOP policy and only then receive a permit to work in the taxi sector. Such a draft law, subject to revisions, was approved by the government commission on legislative activity, Vedomosti journalists reported, citing sources.
This refers to a policy of compulsory carrier civil liability insurance. Under the new scheme, transport companies, individual entrepreneurs, and self-employed persons will have to provide information about such a document in order to obtain a work permit.
A policy will have to be purchased for each vehicle whose data is entered into the regional register of passenger taxis.
The topic of OSGOP for taxis itself is not new. The policy has been mandatory for taxi carriers since September 1, 2024. The draft law now in question was submitted to the State Duma by the Legislative Assembly of the Kirov Region on December 22, 2025. It proposes amendments both to the law on OSGOP and to the law on the organization of passenger and baggage transportation by passenger taxi.
If the law is adopted, the requirements may affect transport companies, individual entrepreneurs, and self-employed persons working in the taxi sector. In the government's review, as the publication writes, it is specifically noted that under the law on OSGOP, the policy is purchased by the carrier itself. And in this case, the carrier may be a company, an individual entrepreneur, or an individual who has a permit to work in a taxi.
