"Gosuslugi" Will Notify Russians About New Loans - Notification Will Arrive 15 Minutes After Registration

Banks and MFIs will transmit data to credit bureaus, and they, in turn, will send information to the borrower's personal account

On March 17, the State Duma adopted in the first reading a bill on mandatory notification of Russians via "Gosuslugi" when a loan or borrowing is taken out in their name. If the law is passed, banks and MFIs will transmit data on the new loan to qualified credit bureaus, which are obliged to deliver a notification to the citizen's personal account on "Gosuslugi" no later than 15 minutes. The notification will be free of charge — provided there is a verified account on the portal.

What a Citizen Will Receive in the Loan Notification

If the law is passed, the notification will contain key information about the loan. If there is a "cooling-off period" — a temporary delay between the loan application and its issuance — the notification will also include information on the possibility of refusing the loan and the creditor's contact information. If the loan was taken out by fraudsters, the person will be able to block the issuance of money before it is transferred.

Konstantin Bakharev, First Deputy Chairman of the Financial Market Committee, emphasized that the initiative will allow identifying fictitious applications from fraudsters before the funds are transferred.

How the Notification Chain Will Be Structured

  • Bank or MFI issues a loan → transmits data to a qualified credit bureau
  • The bureau delivers a notification to the personal account on "Gosuslugi" within 15 minutes
  • The notification contains the loan parameters and information about refusal during the cooling-off period
  • The service is free, requires a verified account on "Gosuslugi"
  • Bill status: adopted in the first reading on March 17, 2026 — the second and third readings, the Federation Council, and the President's signature are ahead

Fraudulent loans are one of the most common financial fraud schemes in Russia: fraudsters take out loans in someone else's name using stolen personal data. Prompt notification via "Gosuslugi" will close a key window for such schemes — the person will find out about the loan before the money goes to the fraudster.
