Fines to be imposed for the absence of a house chat in Max

For the first violation, officials face fines of up to 50 thousand rubles, companies - up to 300 thousand.

Management companies and homeowners associations face serious sanctions if they do not create a house chat in the national messenger Max or do not post the necessary information there, Alexander Yakubovsky, a member of the State Duma Committee on Construction and Housing and Communal Services, told RIA Novosti.

From September 1, management companies, homeowners associations and housing cooperatives are required to ensure official interaction with residents through Max. From February 17, the platform must publish the operating hours, contact phone numbers, email address, dispatch and emergency service data, as well as organize electronic exchange of messages with owners.

The order of the Ministry of Construction of the Russian Federation on house chats does not introduce a separate new fine specifically for the absence of a house chat or failure to post information in Max. However, non-compliance with the requirements may be qualified as a violation of the rules for managing an apartment building and licensing requirements for the activities of a management organization. In this case, Article 7.23.3 of the Administrative Code of the Russian Federation applies. The fine for officials is up to 50 thousand rubles, for legal entities — up to 300 thousand rubles.

In case of repeated violations, disqualification of the manager is possible. The parliamentarian added that the digital format makes violations more transparent — the absence of information or ignoring requests is recorded and may become a reason for inspection.
