Roscosmos intends to introduce a mandatory assessment of the technological independence of non-state spacecraft when purchasing Earth remote sensing (ERS) data from them. The corresponding bill has been published on the portal of regulatory legal acts.
According to the document, the corporation will purchase data from private satellites only if there is an assessment of two parameters: the level of independence of the device from foreign technologies — including the use of the Russian component base and components — and the protection of the information resource from unauthorized use.
Roscosmos will be able to purchase data from unassessed devices only if it is impossible to obtain the necessary information from verified sources.
If the bill is adopted, the norms will come into force on June 28, 2026. In fact, the initiative introduces a filter for private satellite imagery operators: the presence of foreign components in onboard equipment or vulnerabilities in data protection may become the basis for refusing to cooperate with a state customer.
