FSB Granted Authority to Disconnect Mobile Communications

Operators are released from liability to subscribers when fulfilling requests from the special service

The State Duma adopted in the third reading a law that obliges telecom operators to comply with the requirements of the FSB to terminate services. Information about this is published on the website of the lower house of parliament.

Telecom operators are thereby released from liability to subscribers if the disconnection of services occurred at the request of the FSB.

The draft federal law <...> stipulates the obligation of telecom operators to terminate the provision of communication services upon receipt of a corresponding request from the federal security service authorities <...> in order to protect against emerging threats to the security of citizens and the state.

The explanatory note clarifies that the initiative is aimed at ensuring security and countering terrorism in the areas of activity of the special service.

The law will come into force 10 days after its official publication, if the president signs it.
