Andrey Svintsov, Deputy Chairman of the State Duma Committee on Information Policy, stated that it is too early to talk about blocking the messenger, because the platform owners have already established a dialogue with the RKN. It was also emphasized that the messenger can restore its work in Russia in full.

To do this, four elements must be observed: open a legal entity, conclude agreements with Russian data storage and processing centers, pay taxes in Russia, and quickly, within 24 hours, remove prohibited content.

From February 9 to 10, 2026, failures in the operation of Telegram were recorded in Russia. According to RBC, a decision was made to start slowing down the messenger in the country. Roskomnadzor clarified that the platform does not comply with the requirements of Russian legislation.

Telegram founder Pavel Durov announced on February 10 about attempts to restrict access to the messenger in order to forcibly transfer users to state-controlled applications. On February 12, he added that such directive measures do not have successful examples in world practice.

Earlier www1.ru reported that Telegram blocked more than 230 thousand channels and groups in a day.
