The Prosecutor General's Office demands that the property of the developer of the Leonardo airline ticket booking system be transferred to the state

The first court hearing is scheduled for February 18, 2026

The Prosecutor General's Office of Russia has filed a lawsuit with the Nikulinsky District Court of Moscow seeking to transfer to state revenue property connected with the owners and structures of Sirena-Travel, the developer and operator of the Leonardo airline ticket booking system ("Leonardo"), TASS reports.

The claim was filed on February 4, 2026, on the basis of the law "On Monitoring the Compliance of Expenses of Persons Holding Public Office and Other Persons with Their Income." The defendants include several dozen individuals and legal entities, among them Sirena-Travel CEO Mikhail Baskakov, his son Innokenty Baskakov, Rasul and Ibragim Suleymanov, Konstantin Kivi, Artur Surinov, and Valery Nesterov. All of them own stakes in the company either directly or through affiliated structures. The first court hearing is scheduled for February 18.

Sirena-Travel is Russia's largest supplier of IT solutions for the aviation industry. Its Leonardo system manages scheduling, booking, and airline ticket sales. The solution was created jointly with the state corporation Rostec and was introduced in 2022–2023 as an import-substituting alternative to the foreign services Sabre and Amadeus. Leonardo is now used by more than 60 airlines.

In January 2026, the system temporarily failed — due to a network outage, passenger check-in at Domodedovo Airport was carried out manually. Rostec then clarified that the problems were related to the infrastructure of Sirena-Travel.

The details of the Prosecutor General's Office's demands and the list of property subject to transfer to state revenue have not yet been disclosed.
