In 2025, more than 5.4 million residents of Russia successfully changed their mobile operator while keeping their numbers. The largest number of ported numbers was recorded in December of the past year, exceeding 650,000. This was reported by the Ministry of Digital Development.
The figure became a record since the service was introduced in 2013. The ministry explained that starting from September 2025, an independent arbitration mechanism was launched, which simplified the process of changing operators. Its function is performed by NITs Telekom, the operator of the database of ported numbers. The innovation increased the transparency of the process and reduced the number of refusals caused by data mismatches.
The growth in the number of ports was also driven by new tariffs and promotions offered by operators in 2025. The Ministry of Digital Development, in cooperation with telecom operators and NITs Telekom, plans to launch an interregional number portability service in the second half of 2026.
