Russia may toughen penalties for unauthorized tuning of headlights and exhaust systems

Experts are sounding the alarm: cheap LED lamps are massively blinding drivers, and current fines are not working

The National Automobile Union (NAS) has proposed introducing stricter measures of responsibility for unauthorized modification of vehicle lighting devices and exhaust systems. In an appeal sent to the Minister of Internal Affairs Vladimir Kolokoltsev, the organization pointed to a growing number of complaints from citizens related to the use of uncertified xenon and LED lamps, as well as "sports" mufflers that violate the noise level.

According to NAS experts, the current sanctions — a warning or a fine of 500 rubles — do not have the proper deterrent effect. As an example, the mass availability of such goods is cited: a set of LED fog lights for Lada can be purchased for less than 1,500 rubles, and some items on marketplaces collect thousands of reviews, which indicates the widespread practice.

The union emphasized that such modifications directly violate the requirements of the Technical Regulations of the Customs Union and create a real threat to road safety — the bright light of unauthorized lamps blinds other drivers, and modified exhaust systems increase noise pollution and can affect the environmental characteristics of vehicles.

In this regard, NAS recommended considering the possibility of amending the Code of Administrative Offenses, providing for a fine of up to 30,000 rubles or deprivation of a driver's license for a period of up to six months for illegal modifications to the design of a car.
