The Voronezh Regional Court has ruled in the case of Erkin Parpibaev, the founder of the Moscow Region-based Strategy LLC, on abuses in the execution of a state defense order for the Chemical Automation Design Bureau (KBKhA), which is part of the Roscosmos structure. The court sentenced him to 4 years in a general regime colony, and the convicted person was taken into custody directly in the courtroom.
The criminal case is related to a 2020-2021 contract for the reconstruction and technical re-equipment of the pilot production of RD-0124A and RD-0146D rocket engines, as well as the KBKhA test bench base.
The contractor was obliged to carry out construction, installation and commissioning works and supply equipment. The contract value was almost 35 million rubles.
The investigation established that after receiving an advance payment of 10 million rubles, Parpibaev withdrew 7 million rubles in favor of Basisenergosnab LLC, which is controlled by him, under the guise of purchasing cable products. Law enforcement agencies qualified the actions as abuse of authority in the execution of a state defense order.
As a reminder, RD-0124A and RD-0146D engines are used in rocket and space technology to put payloads into orbit.
