Russian industry is not threatened by a shortage of rare earth metals — the country has enough reserves to meet any needs of the economy. This was stated in an interview with RIA Novosti by the Minister of Natural Resources and Ecology of the Russian Federation Alexander Kozlov.
The Ministry of Natural Resources conducted a comprehensive analysis of the mineral resource base to assess its potential for the development of domestic production. The results showed that Russia has sufficient reserves of rare and rare earth elements to provide strategic industries — from electronics and energy to aviation and the defense industry.
On December 1, 2025, the government approved a plan of measures for the development of the rare and rare earth metals industry on behalf of the president. The Ministry of Industry and Trade is responsible for the industrial part of the program, and the Ministry of Natural Resources is responsible for raw material supply and geological exploration.
The program includes the launch of a number of technological projects. One of the key ones is the creation of a cluster for deep processing of rare and rare earth metals in the Angara-Yenisei region and the formation of the Mendeleev Valley innovative scientific and technical center. It will bring together scientific organizations, industrial enterprises and investors to develop and implement technologies for a full cycle of raw material processing.
