Russian Ministry of Internal Affairs Proposes Using Max Messenger to Present Driver's Licenses

Law enforcement agencies propose using the "Gosuslugi" service

The Russian Ministry of Internal Affairs has developed a draft government decree allowing driver's licenses and vehicle registration certificates to be presented via the Max messenger.

The agency proposes to supplement the Traffic Regulations with a rule allowing the use of the Max multifunctional service to provide electronic data from driver's licenses and registration documents. Such data will be equated to the originals of paper documents.

In practice, the interaction will be carried out via a QR code using the "Gosuslugi" service. At the end of November, developers confirmed the possibility of integrating electronic documents between "Gosuslugi" and Max.

The explanatory note emphasizes that the launch of the service will simplify the confirmation of the right to drive and increase digitalization in the field of road safety.

Although digital copies of some driver's documents can already be stored in the "Gosuslugi.Avto" application, motorists are formally required to have the originals with them. The head of the traffic police, Mikhail Chernikov, announced in August that work was underway on changes to the legislation that would fully legalize electronic licenses. This is expected to happen in the next three years.
