Google for Business May Face Gradual Restrictions in Russia: State Duma Discusses "Soft Shutdown" Scenario

Bill on cross-border data transfer strengthens requirements for storing personal data of Russians

Restrictions on the operation of Google services in Russia may be introduced gradually. This was stated by the Deputy Head of the State Duma Committee on Information Policy, Andrei Svintsov (LDPR), in a comment to TASS. According to him, the measures are aimed at accelerating the transition of Russian businesses to domestic digital solutions.

Svintsov noted that many companies still store data in foreign cloud services, which, in his words, turns them into an "open book" for Western intelligence agencies. He stressed that businesses lack regulatory pressure to start implementing Russian technologies.

In a conversation with Gazeta.Ru and the Podyom publication, Svintsov clarified that a complete blocking of Google services is not planned immediately. According to him, it is a gradual restriction, similar to what is happening with the WhatsApp messenger.

The bill on the protection of personal data during cross-border transfer, adopted by the State Duma in the first reading on December 10, tightens the requirements for countries where data of Russian citizens are stored. If the document is finally approved and signed by the president, the new rules will come into force 10 days after publication.
