It became known in which regions of Russia it is safest to drive

The most careful drivers are in Moscow, the most dangerous are in Dagestan

In Russia, the number of motorists with a minimum bonus-malus coefficient (which indicates accident-free driving and no surcharges to the cost of OSAGO) increased to 39.6% in the period from October 1, 2024 to September 30, 2025. This was reported by the Russian Union of Auto Insurers (RSA).

The largest number of drivers with such discounts are registered in Moscow, St. Petersburg and the Perm Territory. In the two capitals, the share of accident-free drivers was 51.7% and 49.8%, respectively, and in the Perm Territory - 47.7%.

In total, more than 33 regions in Russia showed results above the national average. At the same time, the lowest percentage of motorists with the maximum discount for accident-free driving was recorded in Dagestan - only 7.6%. As of March of this year, this figure was even lower and amounted to 6.1%.

In some regions, the situation remains acute, and the share of car owners with the maximum discount for accident-free driving under OSAGO is critically low there. This may indicate that there is a problem in these regions either with the training of drivers, or with road conditions, or the risks of unfair practices and fraudulent activities are high.
