Russians May Be Fined for Driving on Summer Tires: New Law Enters Into Force in Russia

From December 1, Cars Must Have Studded or Friction Tires

From December 1, new rules have come into force in Russia, prohibiting the operation of cars with summer tires. The changes made to the regulations in 2023 completely exclude the use of summer tires on passenger cars between December and February. For violation, drivers face a fine of 500 rubles.

During the winter period, it is allowed to drive only in cars equipped with studded or friction tires. If a traffic police inspector records the use of tires not according to the season, this may entail an administrative penalty. It will amount to 500 rubles.

Recall that in 2023, changes were made to government decree No. 1090. They prohibited the movement on off-season tires. However, then the head of the traffic police, Mikhail Chernikov, argued that inspectors would not impose a fine on cars with off-season tires. But, as we can see, everything has changed.

Muscovites were advised to change tires to winter ones in mid-October, when forecasters predicted temperatures below +5 degrees.
