Will Air Tickets Become More Expensive? Russia Approves Infrastructure Fee for Air Passengers

The amount of the infrastructure fee from airlines cannot exceed 150 rubles per passenger. The corresponding decree of the Russian government has been published on the official legal information portal.

According to the document, the initial fee cannot be higher than 150 rubles in 2025 prices. The funds will be directed to the reconstruction and development of airport infrastructure as part of the \"Development of the Core Network of Airfields\" project.

Earlier, the Ministry of Transport noted that the implementation of the program requires attracting private investment in the amount of about 128 billion rubles. The introduction of the infrastructure fee is being considered as a mechanism for additional financing of airport upgrades.

As clarified by the ministry, the fee will be charged to airlines by groups of airports — both in those where reconstruction is underway and in those where modernization has not yet been carried out. The funds are planned to be directed to the development and maintenance of the infrastructure of aviation hubs that are part of the corresponding holding.
