Сенатор Шейкин: Необходимо разрабатывать новые меры защиты информации

The number of personal data leaks of Russians has decreased significantly due to the adoption of measures to protect them. This was stated by Artem Sheikin, Deputy Head of the Council for the Development of the Digital Economy under the Federation Council.

According to the senator, Russia has adopted many "tough" laws. In particular, the authorities introduced criminal liability for the illegal collection and distribution of confidential data, as well as administrative liability for companies that process them.

At the same time, Sheikin is sure that it is necessary to develop new measures to protect information. This would help prevent the "leak" of personal data of children and young people, he concluded.

About fines

Since the end of May 2025, the provisions of the Administrative Code of the Russian Federation, regulating liability for violations in the field of personal data circulation (Federal Law No. 420 of November 30, 2024), have entered into force in Russia. The amount of the fine depends on the volume of the leak.

  • for a leak of 1 thousand to 10 thousand subjects of personal data of Russians or from 10 thousand to 100 thousand user identifiers (information that allows you to identify a citizen), fines in the amount of 100 thousand to 5 million rubles.
  • for a leak of 10 thousand to 100 thousand subjects of personal data of Russians or from 100 thousand to 1 million user identifiers, fines in the amount of 200 thousand to 10 million rubles.
  • for a leak of more than 100 thousand subjects of personal data of Russians or more than 1 million user identifiers, fines in the amount of 300 thousand to 15 million rubles.
