Minimum age for using electric scooters may be raised

The Ministry of Transport has rejected the proposal to introduce driver's licenses for electric scooter users but plans to increase the age threshold for their use. The Acting Deputy Director of the Department of State Policy in the Field of Road Transport and Urban Passenger Transport, Nikolai Cherednichenko, stated that there is currently no need for mandatory driver's licenses for users of personal mobility devices (PMD).

The Ministry of Transport unequivocally supports the introduction of additional regulation of personal mobility devices. We expect that if everything goes according to plan, we will have traffic rules [for PMDs — ed. note] by the spring of 2026, but there is no talk yet of them needing to have licenses.

The issue of increasing the minimum age from which it is allowed to go on the road on PMDs is being considered. The threshold is expected to increase from 14 to 16 years, but this restriction will not apply to trips in parks and recreation areas.

In March 2025, amendments were proposed to the traffic rules, in which the user of an electric scooter was equated to the driver of a vehicle.
