Ростех представил стратегию развития до 2036 года: ставка на паритет между гражданской и военной продукцией

The state corporation intends to receive half of its revenue from the civilian sector

The Rostec State Corporation has approved a new development strategy until 2036. The document, which the corporation's executive director Oleg Yevtushenko called "evolutionary-revolutionary", will become the basis for a deep transformation of business processes and the structure of Russia's largest industrial holding. This is reported by RBC.

The new strategy will be the third in Rostec's history after the 2011 and 2015 programs. It is designed for the long term and takes into account modern challenges. Under the baseline scenario, the corporation's revenue should reach 6 trillion rubles by 2030, and exceed 7 trillion by 2036. At the same time, the return on net profit will increase from the current 2–3% to 5.6% in 2030 and 7.9% in 2036.

One of the key areas will be diversification: Rostec plans to achieve parity between military and civilian production. Currently, the share of civilian products is about 31%, while in 2022 it reached 47%. By 2036, the corporation expects that at least half of its revenue will be provided by the civilian sector. Priority areas include aircraft construction, medical instrument engineering, machine tool construction, radio electronics, power engineering, and robotics.

Yevtushenko emphasized that the defense sector, in the context of the Special Military Operation, works not for profit, but to fulfill the key tasks of the state. Profitability here remains low — about 2–3%. However, the strategy envisages the development of export potential for weapons and the preservation of Russia's second place in the global market.

A separate emphasis is placed on investments in research and development: at least 5% of annual revenue is planned to be directed to R&D. Growth in private investment is also expected — an average of 12% annually. According to the head of the corporation, Sergey Chemezov, the strategy focuses on scientific and technological development and the preservation of human capital, which should strengthen Russia's position in the global industrial race.
