Iranian authorities have begun negotiations with the Telegram administration to sign a memorandum of understanding. Thanks to the agreement, the Durov brothers' messenger will be able to resume operations in the Middle Eastern country, Mehr agency reported.
Tehran has put forward a number of conditions. In particular, Telegram will be obliged to cooperate with judicial authorities, block materials promoting terrorism, and remove content based on user complaints. In addition, the messenger must not transmit information about Iranian citizens to foreign intelligence services.
Telegram was blocked in Iran in the spring of 2018 by a court decision. The authorities claimed that the messenger was used to organize and coordinate anti-government protests. In early 2025, the Supreme Council for Cyberspace revised its policy on foreign messengers. Companies were allowed to return to the market if they met a number of requirements.
