Preferential utilization fee will continue to apply to the most popular cars

Changes in the utilization fee will not affect the availability of the most popular cars, the Ministry of Industry and Trade said

Changes in the mechanism for calculating the utilization fee will not affect the availability of the most popular cars on the Russian market. This was stated by the head of the Ministry of Industry and Trade of the Russian Federation Anton Alikhanov.

According to the minister, preferential coefficients for paying the utilization fee for cars with engine power up to 160 horsepower will remain for individuals. The share of such cars exceeds 80% of the entire Russian car fleet.

The amount of the utilization fee for them will remain the same — 3.4 thousand rubles for a new car and 5.2 thousand rubles for a car older than three years.

The new rules will come into effect on November 1, 2025. According to the draft government decree, the calculation of the utilization fee for passenger cars of category M1 will take into account not only the type and volume of the engine, but also the power, which will affect the coefficient on a progressive scale. This will primarily affect cars in the middle and high price categories.

The Ministry of Industry and Trade explained that the changes are aimed at leveling the tax burden and stimulating environmentally cleaner vehicles. According to Alikhanov, in 2024, individuals imported about 218 thousand cars with a capacity of more than 160 hp to Russia, which amounted to only 11% of the Russian market and 16% of the total import volume.

Industry representatives also confirm that the mass segment will not be affected by the increase in the utilization fee. Svetlana Vinogradova, General Director of GC Rolf, noted that prices for popular family models in Russia, such as Haval Jolion, Chery Tiggo 7 and Geely Monjaro, will hardly change after the change in the methodology.
