Artificial intelligence is not capable of replacing parliamentarians, as "it has no conscience or sense of responsibility." This was stated by State Duma Speaker Vyacheslav Volodin. In his opinion, these qualities are necessary for making important decisions.
Volodin noted that machines can ignore people. For example, if a deputy raises his hand, but the system does not react, the deputy may be left without the opportunity to speak.
We do not have a law that regulates the relationship between a machine-robot and a human. In this case, if the presidium has no conscience — and the machine does not, they may not notice [the deputy], and then give the floor to the next speaker.
The speaker noted that it is necessary to develop an appropriate law to avoid such situations. Volodin added that there is no place for robots in parliament yet, as decision-making requires human conscience.
