Attackers create phishing sites, trying to extract passport data

There is an increase in fraud related to social services in the Donetsk People's Republic (DPR). Attackers exploit regional problems such as water shortages and document re-registration to deceive people. To do this, criminals use phishing sites.

For example, in September 2025, a website was discovered offering residents of Donetsk to leave their passport data to receive free water delivery. The site turned out to be fraudulent and is used to obtain personal data of Donetsk residents. A similar scheme operates in the housing and communal services sector, where attackers try to force residents of Donbass to transmit meter readings via Telegram bots. There, they supposedly need to enter passport data.

The region is undergoing a transition period for the integration of Donbass into the economic, financial, credit and legal system of Russia - this is also used by scammers. They call residents of Donbass on behalf of mobile operators and banks and offer services for registering documents.

Artem Sheikin, First Deputy Chairman of the Federation Council Committee, emphasizes that scammers exploit the acute problems of Donbass residents. He called it a tool of pressure.

The Ministry of Internal Affairs of the DPR reminds that IT crimes can be punished with sentences of up to 10 years of imprisonment. The agency urges citizens to be vigilant and use only official resources.
