Bank of Russia to publish bank ranking by lending complaints twice a year

The ranking will take into account the systemic importance of credit institutions

The Central Bank of Russia has announced its decision to publish a ranking (ranked list) of credit institutions by the number of justified complaints about lending twice a year. Previously, it was planned to issue the ranking once a year.

The regulator's press service noted that the new format will allow consumers to quickly receive up-to-date information about the quality of banking services and make more informed decisions when choosing a bank. The first semi-annual ranking has already been published based on the results of January–June 2025.

The ranking includes banks with a retail loan portfolio that have received more than one justified complaint. The organization's position is calculated for every 100,000 loan agreements.

At the same time, the status of the bank is taken into account — systemically important or other — and the size of the customer base (more than 5 million loan agreements or less).
