The Ministry of Industry and Trade has proposed recalculating the recycling fee for cars, adding a new parameter to the usual engine volume — power. A progressive scale of coefficients will appear for cars with higher power.
It is proposed to form the base rate based on the type and volume of the engine, and the engine power will affect the formation of the coefficient on a progressive scale.
Benefits will remain for individuals, but only for cars up to 160 hp: ₽3,400 for a new car and ₽5,200 for a car older than three years. These categories cover 88% of the car fleet first registered in Russia in the last 5 years.
Currently, the recycling fee is calculated based on engine volume, which means that budget models and expensive cars with small but powerful turbo engines pay the same. For example, the Changan Alsvin sedan (98 hp, price ₽1.85 million) and the BMW X3 (255 hp, price ₽8 million) are subject to the same fee — ₽677,000. According to automakers, this stimulates "gray" imports, including premium and hybrid cars.
If the changes are approved, the new rules will take effect on November 1, 2025. They will not apply to cars that have already been paid for.
